Partisan is actually most used as an adjective referring to support a political party.  

If you're accused of being too partisan or practicing partisan politics it means you're interested in boosting your party and attacking other one.

International politics a partisan is committed member of political party or army.  

Word is used for politicians who strongly support their party's policies and reluctant for compromising with their political opponents which is called partisanship.
