here is your answer

Resources have three main characteristics: utility, limited availability and potential for depletion or completion. Human beings, through the labor they provide and the organizations they staff, are also considered to be resources. The term Human Resources can also be defined as the skills, energies, talents, abilities and knowledge that are used for the production of goods or the rendering of services. Human resources is the entire set of individuals who constitute the manpower and man force of an organization. Human resources can also be defined as the knowledge the individuals embody and can contribute to an organization.

‘People as resource’ means an effort to explain population as an asset for the economy rather than a liability. This term refers to a country’s working population on the basis of their productive skills and abilities.
