Answer: People as a resource:  'People as Resource' is a way of referring to a country's working people in terms of their existing productive skills and abilities. Looking at the population from this productive aspect emphasises its ability to contribute to the creation of the Gross National Product.

Human capital: Human capital is an intangible asset or quality not listed on a company's balance sheet. It can be classified as the economic value of a worker's experience and skills. This includes assets like education, training, intelligence, skills, health, and other things employers value such as loyalty and punctuality.

Explanation:

I will tell you both... :)

1. People as Resource is a way of referring to a country's working people in terms of their existing productive skills and abilities.

Human resource is different from other resources in many senses. Human resources need education, training and healthcare to develop. On the other hand, land and physical capital need money and physical inputs to develop. Land and physical capital are useless without human resources

2. Human capital formation is the process of adding to the stock of human capital over time.

Human capital can be developed through the creation of skilled, trained, and efficient labor force by providing better education, health care facilities, etc. Highly skilled people can create new ideas and methods of production
