Answer-Planning is widely accepted strategy in country like India because of the following reason:-

1-growing consumption of resources has let our planet in danger because resources are going to over soon so we need to conserve resources

2-In India there are some region which is rich in certain types of resources but dificient in some vital resources example arunanchal Pradesh has abundent water resource but lack infrastructure development.

3-We also need to conserve resources for better quality of like so for that equitable distribution of resource is important.

example-coal and petroleum are the major energy resource but growing consumption of these resources has let our country in danger as they are non renewable so they are going to over soon so after 50 year they will get exhausted if we will not conserve them.
