▪At rest is a relative concept. Any object stationary with respect to another object might be considered at rest*. A rock sitting on the ground is at rest. A satellite in the payload section of the rocket in space undergoing no acceleration forces is at rest in relation to the rocket...

▪In physics, motion is a change in position of an object over time. ... Motion applies to objects, bodies, and matter particles, to radiation, radiation fields and radiation particles, and to space, its curvature and space-time. One can also speak of motion of shapes and boundaries...

answer-At Rest the particles does'nt move from it's original place and does not have any kind of motion.

But, when the particles are in motion they move from their own place or differ their position.

For ex-a rock is at rest, but a moving vehicle is at in motion.
