Explanation:
Most of the rural population of India is dependent on agriculture for their livelihood. The wages are low and the work is seasonal. Also, there is abundant supply of labour for lesser demand. So the manpower employed is not fully utilized. They can easily be replaced without any effect on production as well. All these factors lead to under employment.
We can overcome this problem by setting up industries to provide alternate form of employment and also by improving the transportation in the villages. Better transport will enable the villagers to go to nearby places in search of employment.
