Valency refers to the number of electrons that an atom needs to gain or lose to complete it's octet whereas Valence electrons are the number of electrons in the outermost shell of an atom.
electronic configuration of Nitrogen-> 2,5
So, number of atoms needed to be gained to complete the octet = 8-5 = 3
Thus, valency of Nitrogen is -3 (- charge as it is gaining electrons)
electronic configuration of neon-> 2,8
It has 8 electrons in its outermost shell, so it's octet is already complete.
Thus, valency of Neon is 0
