an object's speed (velocity) is increasing at a constant rate then we say it has uniform acceleration. The rate of acceleration is constant. If a car speeds up then slows down then speeds up it doesn't have uniform acceleration.

Acceleration of a body moving with uniform velocity would be zero. If u say, that a body is moving with uniform or constant speed, than its acceleration may be or may not be zero depending upon its direction. Because we calculate acceleration using velocity.
