Utility software is system software designed to help analyze, configure, optimize or maintain a computer.[1] It is used to support the computer infrastructure in contrast to application software, which is aimed at directly performing tasks that benefit ordinary users.

A device driver is a program that controls a particular type of of-office that is attached to your computer. There are device drivers for printers, displays, CD-ROM readers, diskette drives, and so on. When you buy an operating system, many device drivers are built into the product.

Basically, utility software is machine software program designed to help analyze, configure, optimize or hold your pc. It is a general term. It could be any type of software which perform above related tasks for your PC. For example any antivirus software, disk defragmenter, your display setter or anything like that. Basically which provide you with some easy performing utilities for any computer processes which may be technically difficult for an ordinary user.
