Valency refers to the ability of an atom or a group of chemically bonded atoms to form chemical bonds with other atoms or groups of atoms. The valency of an element is determined by the number of outer shell (valence) electrons. The valency of polyatomic ions (such as SO42- ) is the charge on the ion.

Valency is the number of electrons at its outermost shell or its atomic charge, some elements have several charge like sulfur it has -2, +4, +6 And nitrogen +5 , -3 . the negative charge means the elements wants how many more electrons to fill its shell like nitrogen it has -3 so it still needs 3 electrons. The positive charge means how many electrons it wants to lose like sodium it has a charge of +1 so it wants to loses i electrons.
