Valency :-

It is the capacity of combining different elements to form chemical compounds.

It is given by the outermost loose or free electrons which can be removed or shared easily.

This mechanism makes the atom more stable forming it to ion.

In short terms, Valency is the capacity to hold other atoms efficiently.

Valency of Chlorine:-

Electronic configuration of chlorine is :- 2,8,7

So, it will be better to gain an electron to complete its octet.

So, valency of chlorine will be "1".

Valency of Magnesium:-

Elec. config. of Magnesium is :- 2,8,2

So, it will be better to loose 2 electrons to complete its octet.

So valency of magnisium will be "2".
