 The number of hydrogen atoms that can combine with an element in a binary hydride or twice the number of oxygen atoms combining with an element in its oxide or oxides.

The valency is the combining capacity of an atom. The number of Electrons donated or accepted or shared by an atom of an element, so as to have a stable configuration of the nearest noble gas is called Valency.
Oxygen (8)
K=2 L=6
In outermost shell there is 6 electrons.
So, the valency of oxygen will be
8-6=2.
