a measurement of the power of an atom to combine with others, by the number of hydrogen atoms it can combine with or take the place of.

The Atomic number of chlorine I.e. Cl is 17 and it's electronic configuration is 2,8,7. Since it has 7 valence electrons in it's outermost shell and it needs one electron to complete it's octet. Hence, it's valency is -1.

Atomic number of magnesium is 12 and it's electronic configuration is 2,8,2. Valency is number of electrons gain or loss to achieve noble gas configuration I.e. fully filled octet. Since magnesium has 2 electrons in it's outermost shell, hence it's valency is 2 I.e.
