Changing the definition of “local candidate” is not the prerogative of the Telangana government, Andhra Pradesh HRD minister, Ganta Srinivasa Rao, said on Sunday.
The minister said that his government had obtained legal opinion from experts and that the definition of “local candidate” was under the purview of the Centre and can’t be changed arbitrarily by the Telangana government.
He assured Andhra Pradesh students in Telangana that his government would back them.
The Telangana government has reportedly proposed to assign “local status” to a person based on his or her father’s place of birth in a bid to eliminate Andhra students from the fee reimbursement scheme.
According to the Telangana proposal, a person will be considered a “local” in Telangana only if his or her father was born in any of the 10 districts of the state.
The Andhra Pradesh government has slammed the proposal saying that the criteria for “local candidate” cannot be arbitrarily set by the Telangana government.
Mr Srinivasa Rao said that his government had already obtained legal opinion and definition of “local” status would have to be implemented according to the set law.
The Presidential Order of 1975 laid down the definitions in accordance with Article 371D of the Constitution.
It was reported in these columns that Telangana Chief Minister K. Chandrasekhar Rao, was keen on reimbursing the fees only of students from Telangana and not of the thousands others who had migrated from the Andhra region.
Following an all party meet held last week, Telangana BJP legislature party leader, Dr K. Laxman, also reiterated the view that changing the criteria of “local” would require a Constitutional amendment and could not be changed by the state government.
