Gram Sabha is the core part of the Panchayati Raj system. It is well defined under Article 243(b) in the Constitution of India.
The power of abolishing a decisions undertaken by the Gram Sabha lies with them only and no other body can overrule it. To be a part of this Sabha one should be above 18 years of age and residing in the village and their name should feature in the electoral rolls for the Panchayat.
The Gram Sabha can be arranged only after the Panchayat Secretary is able to obtain approval from the Sarpanch . The meeting can only take place once a written request is made to the Sarpanch during the office hours 5 days prior to the meeting date.
In some cases if the Sarpanch is unable to hold the meeting on a designated date , the members who proposed the meeting can themselves conduct the meeting
