the rainfall is less,I agree and I also agree flood is caused by lot of water.but there is a different issue of these and flood.so let's know the logic behind this paradoxical paradox...........
for many rivers we might have a treeless bed,which is called a FLOOD-PLAIN.as these beds lack trees which block the water to move further and go to the soil,when there is a heavy rain the water fills up and makes a messy and despirating flood. now for cities as there are tar roads and if sand isn't there then then the water flow isn't possible and hence floods occur.
