A carbon atom which is attached with 4 other carbon atoms (alkyl groups) are called neocarbons, quaternary or 4°. In methane there's only one carbons and other 4 are hydrogen. Thus the degree is 0° as the carbon at the center is not attached with any other carbon atom.
