Yes because many dyansties controlled over delhi and each dynasty planned the city according to their own will and delhi became an unplanned city...Some the areas are well developed and the neighbouring towns slum areas are doing there worse....City should be well planned with symmetry do that the overview of the place is well organised and beautiful...But delhi at a point is beautiful but not planned which makes the city less preferable by the people on the basis on hygiene...
