Democracy, in essence, is based upon the need for equality, human rights, freedom of speech and the right to choose law markers of our own choice.
Before democracy, people were ruled by Kings, who they did not have any choice in selecting.
If people said anything against taxes, or specific laws or were critical of the King, they were usually put to Death.
Hence the concept of democracy, was developed to give every person an equal voice, a chance to select their own leaders and not be answerable to a non-elected body.

If a government claims to have democracy but in practice people do not have much freedoms, than it's decreased as non-working democracy.

Democracy and it's ideals are aligned with Freedom and cannot be separated.
