Democracy can't removed economic inequality or poverty. Explain this statement ​

Democracy cannot reduce inequality of incomes between different citizens . Government in poor countries should spend less on poverty reduction, health and education and spend more on industries and infrastructure.In democracy all citizens have one vote means taht there is absence of any domination and conflict.There is a distribution of income and wealth.99% of the total wealth is with rich and 1% include the rest people.

There is a more population of poor than the rich.Hence democracy hasn't removed inequality and poverty.
