It's not correct for every situation .if we take the example of India ,here is Democratic people but in a huge percentage of people are illiterate but still surviving so we can't say that education is where .there is democracy .democracy survives their where people follow rule regulation &they have right to cast their vote .they have their own constituency. It may be an illiterate people will misuse of democracy. Thanks
