None of the big democracies is particularly modern with respect to when they designed their systems of government. All were well pre-internet.
There is a lot of inertia in these systems, people are reluctant to risk radical change, except overthrowing dictators.
Also, in a big country or state, government deals with a lot of complex issues and most voters don’t have the time or inclination to keep up. We elect full-time representatives and pay their staffs so that they can make good decisions on policies.
