This is because:

1.) Democracy is assumed to be a good govt. And being a good govt. It is likely to expect them to remove economic inequalities and promote overall development.

2.) But in spite of bringing all the individuals on an equal footing in political arena democracy fails to bring equality in economic frontiers.

3.) In a democracy, the ultra rich individuals and families are becoming rich and rich day by day while poor people have very littpe to depend upon.

4.) In any area poor constitute a large proportion of voters and no political party will like to loose those but then also parties do not seem keen on encountering this issue of economic disparities.

5.) Thus, it is right to say that democracies fall short or fail in removing poverty.
