democracy is a government of people but how a democracy can be diverted into a non-democracy government​

In a democratic govt people have power to elect their ruler and public over ruled on the country through their representatives and in non democratic govt. public has no power to elect their ruler. And when rulers are not done the work according to the public .then democracy diverted in to a non democracy govt.
