Well first let me state that democracy has largely been successful in India and actually was the only viable option considering the diversity and heterogeneity.
There might be few places where democracy could have acted as a road block. One such is the development programs. Often it is seen that various government schemes are opposed for some trivial reasons only by a small section of population but this derails overall purpose. Let's take population control schemes. People should understand the necessity of this yet government can't do it for being politically incorrect. I know last time the implementation was not correct but it does not mean the reason too is. Another example is the opposition of polio related schemes.
The one bigger challenge is, because of such diversity it is tough to create a grand narrative. I might look like a fanatic but this is a reason why many Indians suffers from inferiority complex. Anytime it is tried it is opposed by a small section. Only because of that small part, it is hard to achieve anything.
