In a democracy, the following things are allowed which will make the government accountable to the public -
1) Elections
Periodic elections every 5 years will ensure that all politicians and their decisions are accountable to the people. If the people like their decisions and policies, the citizenry will vote them back. If they dont, they can kiss their careers a good-bye.
2) RTI (Right to Information)
All governmental decisions can now be seeked through this law. Login at RTI Online :: Home and seek whatever information you want from whichever department you want. This is what accountability is all about.
3) Media
Media is open and free. The fundamental right of freedom of expression ensures it to report whatever it wants. And that forms a major public opinion.
4) Citizens Charters
This is a written commitment by an agency to deliver outputs/services according to specific standards of quality. This would ensure that the governmental departments work their best for their own promises.
5) CAG
The CAG audits the accounts of the government and if there is any malice, he reports it immediately. All major scams in the recent past have been unearthed by the CAG (Eg. 2G Scam)
6) Parliamentary accountability
The Ministers have to explain their policies and decisions to all the MPs during Question hours, debates and discussions in the parliament. This ensures openness and accountability.
7) Judicial control
The courts can decide upon the laws of the parliament and decisions of the executive to judge whether they are unconstitutional or not. This keeps a watch on all activities of the government. And, any person can file a PIL also against an agency.
8) CVC, CBI, Lokpal, Lokayukta
All these bodies exist to investigate corruption charges on governmental employees. So, this ensures no malpractice inside the departments itself.
9) Administrative Tribunals
They investigate complaints made against government employees and they adjudicate against/for them after proper investigation.
10) eGovernance
It increases transparency, accountability, quality, efficacy and efficiency. It also increases people participation.
So, democracy, be it presidential or parliamentary is the best form of governance if you want accountability.
