Democracy is based on both majority rule and Minority rights. Comment.

This is very true. Democracy follows majority especially in decision making but also keeping in mind the rights of both majority and the minority. It does not disregard the minority completely but also keeps them in mind too. In most cases the majority speak for the minority in one way or the other.
