Democracy is rule by majority. In case of countries like
India the poor comprise the majority. However the poor
do not lead governments in such countries. Why?

Answer : No country is a perfect democracy as every democracy has to realise the ideals of democratic decisionmaking. This cannot be achieved once and for all. This requires a constant effort to save and strengthen democratic forms of decisionmaking.
