it means that the democracy all over the world is not evenly spread. some of the countries in the world are still non democratic. some of the reasons for the statement are as follows:-
1) democracy has expanded throughout the 20th century.
2) democracy did not spread evenly in all parts of the world it was established first in some regions and then spread to other regions.
3) while a majority of countries are democratic today, there are still large parts of the world that are non democratic.
4) some of the countries in the world are overthrown by the military or any external power.
