Democracy indeed leads to a delay in decision making, however democracy must always be preferred because:
(1) Decision making in democracy always follows set procedures so a citizen can find out how it was taken and hold the government accountable.
(2) The delays often lead to a better decision taking place, as the debate and discussion leads to more views being considered.
(3) Also in a dictatorship the views of a majority of people may not be accommodated however a decision taken through democracy is likely not to have adverse consequences for a large group of people.

Actually I would prefer a government which will have the advantages of both democracy and monarchy(i think dictatorship is not the right word).
the government should be under the control of people [ as in democracy] .
at the same time, it should have the power to work independently during the periods of crisis[as in monarchy].
For a quick solution in democrats like India, the government can be converted from multiparty into bi-party system.
