The element which has electrons less than 4 donates electron whereas more than 4 accepts electrons to attain octet. As magnesium has 2 valence electrons, it donates 2 electrons, whereas each chlorine has 7 valence electrons, it accepts 2 electron from magnesium and forms magnesium chloride
