No,It has to do with chip thickness and the volume of material removed. Volume usually called material removal rate is a simple linear formula: depth of cut X feed per rev X rpm. You can see what happens when you increase any of the factors. Lead angle reduces chip thickness . For example at 45 degrees lead angle, the chip is only 70% as thick as a chip from a zero degree lead tool for the same feed rate. This is because the chip volume is greater at zero degree lead than at 45 degrees lead.
