The constitution clearly describes a three fold distribution of power so it has three lists
Union list:-- it includes few subjects of national interest like defense of the country, communication, foreign affairs, currency, banking. Union govt apne can take decisions on these issues.

State list:-- it consists of everyday subjects like trade, commerce, agriculture, irrigation, police. State govt alone can take decisions on these issues.

Concurrent list:-- it consists of subjects which are common to both union and state govt. Subjects like marriage adoption succession forest education are present in this list on which both the govts cn take decisions. If the laws or decisions conflict the law made by union govt will prevail.
