take  the material and connect it with a circuit carrying current. the circuit should be connected with a bulb and on the switch. if the bulb flows it is a conductor and does not it is a insulator

Create a cicuit containing  a battery, wires, bulb and a material (conductor or insulator)

Now, after placing the material, if the bulb glows, the material is a conductor.

But if the bulb does not glow, the material is an insulator
