The king was considered to be the most powerful person, guided by many advisors. The empire was divided into many provinces called "uparika" under the princes. These provinces was further divided into districts called "vaishya" under the "vaishyapathi". One finds some important administrative posts becoming hereditary. It meant that sons succeeded. It was also not uncommon for one person to hold many offices.
Headman or a group of elders looked after the administration of a village. Each city had a council with a president, chief scribe (who wrote and recorded), and a representative from the guild of merchants and artisans appointed locally.
"Samanthas" or military leaders provided king with troops. They were not paid any salaries but given land grants. The revenue of the land were their salary, with which they maintained their soldiers, horses and provided war equipment. The "samanthas" tried to become independant when the rulers where weak.
Land grants actually diminished the king's power. With the land grants, the king actually gave away many rights. This led to political disintegration of the kingdom as the officers who where given land tried to become independent. Apart from the 'samanthas' and government officers land grants were also given to religious leaders, temples and monastries.
