Non cooperation ( Khadi movement ) was slowing down for the following reasons:

(i) When people starting banning foreign cloth and starting Indian cotton textiles ( Khadi ) they were very expensive, and hence poor people can't afford it, due to which people started buying cheap machine-made clothes

(ii) As people started boycotting british institutions, alternate Indian institutions had to come simultaneously, but they were so slow to come, and hence people started trickling back to government institutions
