* it was started in 1907
* it was started bcoz of the plague caused by rats in the French part of Hanoi
* the rats entered the houses through the well laid sewage system
* the colonial govt started giving rewards for who killed the rats or jus even showed their tail as a proof of their murder
* the people started cheating the govt as they didnt killed the rats and jus cut their tail to claim the rewards
* at last the govt stopped this practice
