Yes, that’s a method. I mean, taking something you wouldn’t normally associate with a character. Look around the room, and find something…oh, look, here’s the shaving brush I use to brush the eraser dust off a drawing. Obvious, but Mr. “Only Appearing in This One Scene” can have a glorious full beard and a healthy full head of hair, both carefully groomed.

The first thing that came to mind is that I would advise you to make this caracter perceive itsélf as normal.

I say this because when you say eccentric, it hints at how the other characters or the reader would perceive him (her/it).

In stories where a character has by example superpowers in a world like ours, the caracter sees hímself as odd/different/special, while his surroundings see him as normal, maybe even dull (think Bruce Wayne).

So make the caracter see itself as normal, and contrast his behaviour/idiosyncrasies, train of thought, emotions, view of the world etcetera with the world around him.

Examples: every caracter from Winnie the Pooh ( Roo and Christopher Robin excluded), Pippi Longstocking, Seymour from a perfect day for bananafish.
