The biggest challenge to India's foreign policy is China.
China and India are at loggerheads to stamp their influence in South East Asia and clearly, China is a bit ahead of India. China has been again and again blocking India's attempt to be a part of nuclear suppliers group as India is adamant of not signing the non proliferation Treaty for it may lead to serious security concerns for India.
