1. The creation of a parliamentary body called the Duma. The Duma, however, had limited powers and the Tsar could veto any law passed by the Duma. Nevertheless, this marked the establishment of a limited constitutional government in Russia with the autocratic powers of the Tsar being limited to some extent.
2. A multiparty system was established to elect members of the Duma. There was limited franchise with only males being allowed to vote. Moreover, not every vote was equal. For example, the vote of a landowner was worth 45 times more than the vote of an industrial worker.
3. The Russian Constitution of 1906 was promulgated as a result of the Revolution. The Tsar was confirmed as absolute leader, with complete control of the executive, foreign policy, church, and the armed forces. The structure of the Duma was changed, becoming a lower chamber of Parliament.
