The three characteristics of distribution of power between Centre and States in India:

(i) Union List: Subjects of nation e.g. Defence, Foreign matters, banking, communication and currency. The Central Government is in only power to make decisions on matters like these.  The aim is to have uniformity every corner of the country.

(ii) State List: Subjects of state and local importance like police, trade, commerce, agriculture and irrigation. Laws and decisions in state areas are under state head.

(iii) Concurrent List: Subjects which include both state and union matters such as education, forests, marriage and trade. Both take the responsibility to take decisions on these matters.
