A population without jealousy and/or envy of success
A population willing and able to accept and underwrite risks
A government structure trusted and responsive, and also prudent and conservative
A population willing to work hard at WHATEVER needs to be done
A population which respects learning, education and diversity- 18th Century Scotland for example.
