Introduction - amendment in constitution 1992 has strengthened decentralization provided local government with power and resources by -

a) it is constitutionally mandatory to hold regular and free elections to local bodies ( Panchayat , municipal corporation and other Urban and rural local bodies )

b) reservation of seats in local bodies and executive head for scheduled classes schedule tribe and other backward classes .

c) 1/3 rd of the seeds where is reserved for the women .

d) independent state election commission setup to conduct Municipal and panchayat election .

e) State goverment are supposed to transfer some power and resources to local body this distribution vary from state to state .

Conclusion - it is very effective has depended democracy and voice of women .
