Non-discrimination (the principle of) the aim of non-discrimination law is to allow all individuals an equal and fair prospect to access opportunities available in a society. If a citizen is not given the opportunity of water supply and electricity connection in his society, the principle of non-discrimination violates in social life of that individual.  In these cases, he can file his cases to Human Rights.
