The United Nations system, also designated as the “UN system” or the “UN family”, is a rather complicated and diffuse structure. It is a kind of a network, a structure of very loosely interconnected agencies that act autonomously, partly de facto, partly de jure. This so-called system has become more and more confusing, redundant and inefficient during the course of its historical development. But it did not come about without government demand; it was created by the Member States whose number has almost quadrupled since the UN was created.
