the four major for decentralized power in India are:-

1. it is constitutionally mandatory to hold regular election to government bodies.

2. seats are reserved for scheduled caste, scheduled tribe and other backward classes.

3. at least one third of all position are reserved for women.

4. the state election commission has been created in each state to conduct Panchayat and municipal election.
