Yes, we can say that race of arms causes a serious loss of various resources found on Earth.

Large amount of money is required and this does not allow a chance to use the money for improving the education facilities, heath facilities, etc.

The main thing is that it requires the manufacturing of weapons like nuclear bombs which possesses a threat to our environment and thus causes loss of resources found on Earth. In simple way, we can say that it results in exploitation of our resources.
