Social Activism means people of the society acting as educated, responsible and active citizens. If people are educated, they'll know their rights and if they know their rights, they'll question the policies of the governments. They'll confront the governments for not looking after their needs and aspirations. This will keep a check on the policy-makers and hopefully they'll start working upon the wishes of the people.

In the specific case that you have asked, the same logic will apply. The active and responsible citizens will question the governments on the poor condition of their country and if the government wants to come back to power in the next election, they will definitely make laws or policies that will help the poor.
