The Mig-29 has an advantage in the last two characteristics. It has been described as less finicky than the F-16 at the aerodynamic level by Americans and Israelis alike. It's also armed with the first widely-deployed High Off the Boresight missile. It's widely believed that HOBS weapons like the AA-11 fundamentally changed air combat, and we just haven't been forced to acknowledge it yet.

The F-16 has an advantage in the other characteristics. It reflects the highly centralized philosophy of Soviet air power; under their doctrine, a pilot is the extension of the ground controller. In the American way of thinking, a pilot is an officer in their own right and needs to be able to make decisions. While both planes are powerful - and the Mig-29 maybe even a little more so - the F-16 conserves its energy better through maneuvers, and in a long dogfight will steadily gain the advantage.

Overall, I think the F-16 is a better buy. You have more awareness, and better team cohesion in the furball of air-to-air combat. While 1-on-1, mutually unsupported, the Mig-29 has some advantages, no plane ever fights like that. In a modern war, with long-range all-aspect high-kill-probability missiles, the F-16 serves BLUEFOR tactics and strategy better than the Mig-29 serves REDFOR.
