Generally, alkali metals of group 1 react with water to yield an alkaline solution. For cesium, the reaction is as follows; 2Cs(s) + 2H2O(l) ----> 2CsOH(aq) + H2(g).
We also know that alkaline solutions turn red litmus paper blue. Hence, when we introduce moist red litmus paper to an aqueous solution of cesium hydroxide, the moist red litmus paper turns blue to show that the solution is basic.
